17 H.B. 277 Personalized Learning and Teaching Amendments Rep. Knotwell This bill enacts the Digital Teaching and Learning Grant Program with establishes a digital teaching and learning grant program. LEAs may apply for grants and use a combination of local and State funds to effectively incorporate comprehensive digital teaching and learning technology in schools. H.B. 288 Educational Records Protection Amendments Rep. Hall This substitute removes the language that identifies student records as private under GRAMA and states that student records will be governed by FERPA. H.B. 289 Charter School Closure Amendments Rep. DiCaro The bill requires the State Board to work with charter school authorizers and consider suggestions from the authorizers to develop rules about charter school expansion when another charter school closes and about satellite campuses. The bill also provides certain specific procedures and notifications related to charter school closures including notifying parents of students at the school, protection of assets, protection of student records, notice to the school's creditors, etc. all of which will be included in the Board's rules. The bill provides that a charter school can decide to relinquish its charter, thereby closing the school, and that the charter school's authorizer shall oversee compliance with the closure procedures and a closing charter school will return all assets remaining to the charter school's authorizer; and the charter's authorizer shall liquidate assets. H.B. 358 Student Privacy Amendments Rep. Anderegg This bill enacts the Student Data Protection Act which provides for student data protection governance at the state and local levels, enacts requirements for data protection and maintenance by state and local education entities and third-party contractors; imposes penalties; gives rule-making authority; amends provisions related to student privacy; and enacts a requirement for notice given to a parent or guardian before a student is required to take a certain type of survey. H.B. 445 State School Board Amendments Rep. Gibson The bill provides that compensation of members of the State Board of Education shall be the same as, and set through the same process as, compensation of members of the Legislature and would be paid monthly.
