18 H.B. 460 School Resource OfÞcers and School Administrator s Training and Agreement Rep. Hollins This bills requires the State Board to make rules that provide for training for SROs and school administrators. The curriculum for the training will be created in conjunction with the State Commission on Criminal and Juvenile Justice, and upon soliciting input from LEAs, local l a w e n f o r c e m e n t , a n d c o n s i d e r i n g f e d e r a l recommendations on school discipline and the role of SROs. S.B. 38 School Funding Amendments Sen. Stephenson This bill provides equity in charter funding, and creates a separate property tax specific to charter schools, to take the place of the LRF. S.B. 43 Firearm Safety and Violence Prevention in Public Schools Sen. Weiler The bill directs the Office of the Attorney General, in collaboration with the SBOE, to select a provider, through a request for proposal process, to supply materials and curriculum for instruction in firearm safety and violence prevention to any student in grades 5-12, and provides details regarding the firearm safety instruction. S.B. 67 Partnerships for Student Success Sen. Millner This bill creates the Partnerships for Student Success Grant Program (program), provides requirements for the competitive grant program, including LEA matching funds and requiring the SBOE to administer the program. S.B. 68 Property Tax Amendments Sen. Harper SB 68 gives a property tax exemption for personal property leased to a government entity, like a charter school. S.B. 78 State Board of Education Candidate Selection Sen. Millner This bill provides that for the 2016 election year only, candidates participate in a nonpartisan primary election to narrow the number of candidates who participate in the general election. Beginning with the 2018 election year, State Board elections will be partisan. S.B. 86 School Building Coordination Sen. Jackson The bill requires an LEA, before acquiring a school site or constructing a school, to notify the Department of Transportation and certain utility providers and for the school to submit a child routing access plan to the UDOT prior to beginning construction on a school site. S.B. 91 Board of Education Amendments Sen. Hillyard This bill empowers an LEA to ensure its third party contractors comply with state education law. It also allows the Board to contract with a private attorney to represent the Board. The attorney must coordinate with the Attorney General's Office and is prohibited from taking specific legal actions.
